On the evening of November 25, the Communist Party of China Chang’an University Highway College Party Member Representative Congress was grandly held in the auditorium on the first floor of the Academic Exchange Center at the South Campus. The congress consisted of 140 official delegates, with 131 delegates present in person. Shi Song, leader of the university Party Committee’s first guidance group, member of the university Party Committee Standing Committee, and head of the Organization Department, along with two other guidance group members, attended the meeting. The meeting was presided over by Liu Wei, deputy secretary of the college Party Committee and vice dean of the college.

Guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, the plenary sessions of the 20th Central Committee, the National Education Conference, and the university’s Fifth Party Congress. Comprehensively summarize the work of the previous Party Committee, define the overall development direction of the college for the next five years, elect a new Party Committee and Discipline Inspection Commission for the college, unite and lead all faculty and students to further emancipate the mind, advance reform with determination, gather strength, and demonstrate responsibility and pragmatism, striving to write a new chapter in building a high-level research-oriented college that is "distinctive in features, outstanding in advantages, leading domestically, and world-class."
The congress commenced with the solemn and stirring melody of the national anthem.

Comrade Wang Hainian, Dean of the College, delivered the opening speech. He pointed out that this congress holds significant importance for the college in upholding and strengthening the Party’s overall leadership, fulfilling the fundamental task of fostering virtue through education, coordinating the integrated development of education, science and technology, and talent cultivation, wholeheartedly supporting the university’s "Double First-Class" initiative, and strategically planning the "15th Five-Year Plan" for the college's development. He emphasized that, guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and under the strong leadership of the university’s Party Committee, all faculty, staff, and students must anchor themselves to the goals of building a strong educational system and a robust transportation network, courageously shoulder the mission of national rejuvenation, comprehensively deepen reforms, and deliver an era-defining performance on the new journey that satisfies both the academic community and society at large.

The report points out that the next five years will be a crucial period for the college's high-quality development against the backdrop of accelerating the strategy to strengthen the country through education and the transformation of the transportation industry. The overall development approach of the college is as follows: guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and its successive plenary sessions, fully carry out the important Xi Jinping expositions on education by the General Secretary, the spirit of the National Education Conference, and the "Education Strengthening Plan (2024-2035)," earnestly implement the spirit of the university's fifth Party congress, lead with high-quality Party building, highlight the orientation of "comprehensive reform," coordinate the implementation of the "three-step" reform path, focus on advancing five major projects, and jointly write a new chapter in the high-quality development of the college.
The report proposes a comprehensive reform implementation path following a "three-step" strategy:
Step One (2025): Initiate the inaugural year of comprehensive reform by conducting in-depth studies of successful cases, analyzing the current state of disciplines and faculty, and soliciting feedback through multiple rounds of discussions. This will lead to the formulation of an implementation plan for faculty appointment and a clear development framework.
Step Two (2026–2027): Enter the first phase of reform advancement by implementing policies for faculty appointment, performance evaluation, and performance-based salary distribution to invigorate individual faculty initiative.
Step Three (2028–2030): Launch the second phase of full-scale reform, focusing on stimulating the vitality of research teams and national-level talents to open a new chapter in the college's development.
The report outlines five key objectives and tasks for the college's high-quality development over the next five years:Implement the "Vanguard Project" for Party Building Leadership: Drive the college's reform and development through high-quality Party building.Implement the "Foundation-Strengthening Project" for Moral Education: Strive to cultivate a new generation capable of shouldering significant responsibilities in the era.Implement the "Summit Project" for Scientific and Technological Innovation: Comprehensively enhance the capacity for scientific and technological innovation to serve high-quality development.Implement the "Escort Project" for Talent Development: Fully stimulate the enthusiasm and creativity of faculty and staff in pursuing their work and endeavors.Implement the "Enhancement Project" for Party-Government Collaboration: Advance the modernization of governance systems and capabilities in an all-around manner.
In conclusion, Zhang Jiupeng encouraged all faculty, staff, and students to unite more closely around the Xi Jinping-centered Party Central Committee. Under the strong leadership of the university's Party Committee, he urged everyone to maintain the pioneering spirit of "blazing trails through mountains and building bridges across rivers," uphold the perseverance of "striving for excellence with long-term commitment," and work together in unity and collaboration to make new and greater contributions to advancing the high-quality development of the university.
The congress also submitted, in written form, the Discipline Inspection Commission's report titled "Upholding Original Aspirations and Responsibilities, Strengthening Conduct and Discipline to Safeguard Development, Providing Strong Disciplinary Guarantee for the High-Quality Development of the College," as well as the "Report on the Collection, Use, and Management of Party Membership Fees by the Party Committee of the Highway College of Chang'an University," for deliberation by the attending representatives.

The election resulted in six members of the Chinese Communist Party Committee of the Highway College of Chang’an University. The elected members (listed in alphabetical order by surname) are: Ma Feng, Liu Wei, Wang Hainian, Zhang Jiupeng, Jia Libo, and Han Wanshui. Additionally, five members of the Discipline Inspection Commission were elected. After the congress, the first meeting of the new Party Committee and the first plenary session of the Discipline Inspection Commission were held. During these sessions, the new Secretary and Deputy Secretary of the Party Committee, as well as the Secretary of the Discipline Inspection Commission, were elected.
